Four officials have been sentenced from three to 13 years in jail for last year's coal mine flooding that killed 13 people in China's Hunan province, reported Xinhua.
The deadly accident happened at the privately-run Duxing Coal Mine in Sandu township June 20 last year.
Kuang Laojian, former Communist Party of China (CPC) chief of Sandu township, was sentenced to 13 years in jail for dereliction of duty, abuse of power, taking bribes and corruption, according to the verdict by the people's court in Yongxing county.
Tao Guosheng, former head of Sandu township, was sentenced to three and a half years in prison for dereliction of duty and abuse of power, the verdict said.
The court said Kuang and Tao did not report to the government immediately after the accident and later lied about the toll, which delayed the rescue work and investigation.
Two other township officials, Deng Zhijian and Sun Yanshu, each received jail terms of three years for dereliction of duty and corruption, the court said.
The coal mine was operating illegally for a long term. Though the four officials were aware of the safety risks in the mine, they did not take measures to halt its operation, the court said.

Caster, one of the other super PAC donors,?is chairman of a family company in San Diego that owns A-1 Self Storage facilities throughout California.
Caster drew fire in 2008 after his family donated hundreds of thousands of dollars to the ballot proposition to ban same-sex marriage.?Caster gave $172,500 individually, and his Caster Family Trust gave $622,000 to the Prop. 8 campaign, according to campaign filings. At the time, Caster told The San Diego Union-Tribune, "Without solid marriage, you are going to have a?sick society."

DUBLIN (AP) ? The outlawed Irish Republican Army apologized Friday for its 1973 killing of a 9-year-old Northern Ireland boy who stumbled across an IRA bomb while playing in his backyard.
The declaration was a major shift, since for decades the group had blamed the boy's death on the British Army, but his father said Friday it was not enough.
The IRA made its admission and apology for killing Gordon Gallagher after the dead boy's parents called publicly for Sinn Fein politician Martin McGuinness, the former IRA commander in Londonderry, to tell them who planted a bomb in their children's play area and why.
The IRA statement said the group accepted responsibility and was "truly remorseful and profoundly sorry." It offered its apologies "for the pain and grief caused."
The IRA has issued similar admissions and apologies over the past 15 years for killings that it long denied committing and sometimes falsely attributed to the British Army. Friday's statement came on the eve of the 39th anniversary of Gordon's death.
His parents say Gordon was running around their back yard in Londonderry playing cowboys and Indians when he triggered a booby-trap bomb hidden in one corner. Doctors at Londonderry's Altnagelvin Hospital tried to save his life by amputating both of his legs but he died.
The victim's father, Billy Gallagher, said the IRA statement represented a major U-turn from the group's 1973 position but it still wasn't good enough.
"I am glad they take full responsibility and accept that they were to blame and no one else was," he said. But he said McGuinness still should be able to provide his family much more detailed information on who did it and why.
Sinn Fein in a statement said McGuinness was in a Republic of Ireland prison in 1973 and so couldn't help the family.
McGuinness ? who since 2007 has been deputy leader of Northern Ireland's power-sharing government ? has repeatedly said he will never provide anyone information on individual IRA members' involvement in bombings and shootings.
In the early 1970s in Londonderry, the predominantly Catholic second-largest city in Northern Ireland, the IRA had several hundred members trying to ambush police and British soldiers, often in the Gallaghers' home district of Creggan.
Billy Gallagher recalled that, in the days after his son's death, two unidentified IRA members came to his door to claim that their unit had planted the bomb but without a detonator. He said the IRA members lied that British soldiers must have added the detonator themselves to make the IRA look bad.
"I never believed that for a second," he told BBC Radio Foyle in Londonderry.
Friday's IRA statement offered its own confusing explanation for its decision to leave a bomb in the Gallaghers' backyard.
The IRA claimed the group decided to call police before the explosion "because of the potential danger to the community." It didn't explain why the group, despite recognizing this civilian danger, didn't simply collect its own bomb.
The statement then claimed that British Army units responded to the IRA call and made it impossible for IRA members to remove the bomb. The statement also said the IRA simultaneously assumed that the British searchers had found and defused the bomb, so the IRA didn't check after the British left. It said Gordon stepped on the bomb the next morning.
Friday's explanation clashes with basic details of the 1973 British Army account. That said an IRA telephone caller had identified a neighboring street to the bomb's actual location and appeared designed to lure troops into the general area for ambush. After the blast that killed Gordon, troops found a second booby-trap bomb nearby that appeared to have been placed in hopes of catching troops responding to the first blast.
The IRA killed nearly 1,800 people during its unsuccessful 1970-1997 campaign to force Northern Ireland out of the United Kingdom. It declared its cease-fire permanent in 2005 and surrendered weapons stockpiles, but small splinter groups continue to mount occasional attacks, particularly in Londonderry.

BUENOS AIRES, Argentina (AP) ? A train packed with morning commuters slammed into a downtown station on Wednesday, killing 49 people and injuring hundreds as passenger cars crumpled and windows exploded around them. It was Argentina's worst train accident in decades.
The cause wasn't immediately determined, but many pointed to a deteriorating rail system. Some passengers reported signs the conductor was struggling with the brakes before the crash, saying he kept overshooting platforms and missed one entirely.
The dead included 48 adults and one child ? most of whom had crowded into the first two cars to get ahead of the rush-hour crowds on arrival. Some 600 people were injured, including 461 who were hospitalized, Transportation Secretary J.P. Schiavi said.
Hours after the crash, passengers' relatives gathered at the morgue anxious for word of their loved ones.
Ezekiel Mercado said he and his mother-in-law had been frantically searching for his wife, Sabrina Espindola, 29, who didn't show up for work Wednesday. They checked nine hospitals before heading to the morgue, he said.
"I went everywhere. She is always with her Blackberry. We are always in contact," he said. "This morgue is the last place I thought of, but, well, she's missing. I call her cell phone, and it rings, rings, but she isn't responding."
Speaking at a news conference, Schiavi defended the rail system's maintenance record.
"It was an accident like those in many other countries," he said, pointing to a newspaper clipping about a fatal crash in Los Angeles. "In recent years, we've made huge investments" in the system.
As Schiavi spoke, riot police faced off against angry passengers in the closed Once station, where emergency workers spent hours extracting dozens of people trapped inside the train's first car. Rescuers had to slice open the roof and set up a pulley system to ease them out one by one. Dozens of the injured were lined up on stretchers on the station platform.
The 28-year-old conductor, who survived the crash, was apparently well-rested, Schiavi said, having just begun his workday.
"Tiredness, his (young) age, the problems that a conductor might face" are among the factors being investigated, he said. "This young person had just begun his shift moments before the accident."
The motorman was hospitalized in intensive care and hasn't given a statement, Schiavi added.
Passengers said the conductor seemed to struggle with the brakes, missing his stopping marks at station after station, though a labor union official said the train appeared to be in good working order.
"This machine left the shop yesterday and the brakes worked well. From what we know, it braked without problems at previous stations. At this point I don't want to speculate about the causes," union chief Ruben Sobrero told Radio La Red.
Schiavi said the train was recorded slowing from about 30 miles per hour (50 kph) to 12 miles per hour about 40 yards (meters) before the impact. "We don't know what happened in those final 40 meters," he said.
The train slammed into a shock-absorbing barrier at 8:33 a.m., smashing the front of the engine and crunching the much lighter cars behind it. The second car penetrated nearly 20 feet (six meters) into the next, Schiavi said.
Most damaged was the first car, where passengers shared space with bicycles. Survivors said many people were injured in a jumble of metal and glass. Security camera images showed windows exploding as the cars crumpled into each other like an accordion, with a man on the adjacent platform scrambling across the tracks to escape the wreck.
The rush-hour train carried more than 1,200 people, many standing so tightly between the seats that they had nothing to hold onto. The hard stop sent them flying inside the cars.
Many suffered bruises or lesser injuries, waiting for attention on the station's platforms as helicopters and dozens of ambulances carried others to nearby hospitals. The dead were carried out the back of the station, beyond the view of television cameras.

But the TBA also complained that without higher fares, it has struggled to maintain the trains. Employee salaries and benefits have soared nearly 900 percent in the last decade, while the TBA now spends just 12 percent of its operating costs on maintenance.
The company offered its condolences in a statement that said it was cooperating with authorities investigating the cause of the accident.
"This is not an accident whose causes will be hidden from view in any way," Schiavi promised, noting that recorders, security cameras, computer systems and other evidence would be handed to investigators.
"We have a lot of evidence that will show the cause of this accident," he said.

RICHMOND, Va.?? A winter storm that dumped several inches of snow across parts of the South, causing power outages, slippery roads and numerous accidents, moved out to sea Monday.
Crews were working to restore power to tens of thousands of households that lost electricity as a result of the storm.
The storm brought as much as 9 inches of snow to some areas on Sunday as it powered its way from Kentucky and Tennessee to West Virginia, Virginia and North Carolina.
The storm system was expected to push off the coast during Monday morning, with the nation's capital getting only snow flurries, according to the National Weather Service.
NBC station LEX18.com said even roads not covered in snow were hazardous as many drivers encountered ice in Lexington, Ky. Officials urged drivers to exercise caution.
In North Carolina, four major accidents were reported in the Charlotte area early Monday as drivers truggled with slippery road surfaces, NBC station WCNC reported.
The storm hit toward the end of what has been an otherwise mild winter in the region.
In northern Tennessee, about 20 vehicles were involved in crashes along a three-mile stretch of Interstate 75 near the Kentucky border on Sunday afternoon.
Fog
Tennessee Highway Patrol Sgt. Stacy Heatherly said the crashes were reported shortly before 2 p.m. in near "white-out" conditions caused by heavy snowfall and fog. Police said a youth was seriously injured. All lanes of Interstate 75 had reopened by early evening.
Dozens of wrecks were also reported in North Carolina as snow, sleet and rain fell with little accumulation, according to The Winston-Salem Journal.
In Virginia, the northbound lanes of Interstate 95 were shut down following a two-vehicle crash that critically injured one man, The Richmond Times-Dispatch reported. The accident was reported at about 6:20 p.m. on I-95 near the interchange with Interstate 295 in Prince George County. The male driver of one vehicle suffered life-threatening injuries, and an adult male passenger in the same vehicle also was hospitalized.
WCNC: Icy conditions, accidents reported across Charlotte area
Snow began sticking in the Richmond area after dark, and Virginia State Police had responded to about 700 crashes as of 10 p.m.
The News & Observer of Raleigh reported that only an inch or two of snow had fallen north of Interstate 85 in North Carolina, though more was expected close to the Virginia line.

I blame it on the fact that I grew up in Texas. By which I mean, at some point it occurred to me that driving from Ch?teauneuf-du-Pape, one of France?s greatest wine regions, to Piedmont, one of Italy?s greatest wine regions, would be only a slightly longer trip than driving from Houston to Dallas. (Not to mention that at the end I?d be in Piedmont, a more appealing place than Dallas.) After that, the mental dominoes fell into place: What if I flew to Europe and hit the road, visiting five iconic wineries, in five great wine regions, in five different countries, in five days: the Priorat in Spain, Ch?teauneuf, Piedmont, Germany?s Mosel and finally Austria?s Wachau. I?d visit five legendary wineries, and I?d also have the pleasure of founding an entirely new pursuit ? extreme wine tourism ? in the process.

Mile 0: Spain
My starting point was Alvaro Palacios?eponymous winery in Spain?s Priorat. The Priorat, about an hour-and-a-half southwest of Barcelona, is a steep, severe place that produces some of Spain?s most sought-after red wines. People have grown grapes here for hundreds of years, but the region only recently came to prominence.
Palacios was one of the small group of winemakers that recognized the Priorat?s potential back in the 1980s, and he is now its most famous producer. His top wine, one of Spain?s greatest reds, is called L?Ermita. The grapes come from a single, old, steep vineyard in the shadow of a 16th-century hermitage (it?s still in use; apparently, there?s even a waiting list to be the resident hermit). L?Ermita is a stunning expression of Grenache, a grape that reaches a pinnacle in the Priorat. ?It?s one of the few grapes that can transform heat and aridity into something vibrant and refreshing,? Palacios said.
As I walked that morning in L?Ermita?s vineyard, there was certainly no lack of heat and aridity. With each step, I crunched through gravelly schist, kicking up red and brown dust; the sun was fierce. Palacios farms L?Ermita with mules, as the slope is too steep for tractors. As I hiked back up the slope, sweating, I felt fortunate not to have their job.
Palacios? winery is a spare, modernist structure, its big glass windows looking past the town of Gratallops to hills scored by the terraces of old vineyards. We tasted a number of his wines, ending with the 2009 and 2010 L?Ermitas, which cost roughly $800 a bottle. The ?09, from a warm year, was a study in power, with immense tannins under its dark fruit; the ?10 was even better ? extravagantly aromatic, perfectly balanced. They were both wines to sit with and ponder; wines for long, lingering, unhurried reflection. Instead, I checked my watch. ?Uh-oh,? I said. ?I?m sorry, Alvaro. I?ve got to get out of here!?
Mile 359: France
The drive from the Priorat to Ch?teauneuf-du-Pape takes you from dusty and scruffy (Gratallops) to drab and industrial (the northern outskirts of Barcelona) to sunlit and idyllic (France?s Mediterranean coast). Four hours in, I was sailing along the E15 past N?mes, under a glorious Proven?al sun. To my right was the pastel-blue Mediterranean; to my left, maniacal French drivers, rocketing past me with fine Gallic disregard, even though I was doing 90 miles per hour.
Ch?teauneuf-du-Pape shares three important things with the Priorat: the sun, the Mediterranean and Grenache. The Priorat is a hardscrabble, impoverished region, despite the success of its wines; in contrast, the southern Rh?ne Valley, home to Ch?teauneuf, feels like an extension of Provence, all sparkling light, picture-postcard villages and gentle hills. The place is charming, not harsh. If a local farmer from the Priorat were to wake up here, he?d think he?d gone to heaven. At least until he realized everyone was speaking French.
I spent the night at a bed-and-breakfast; the next morning, I drove to Ch?teau de Beaucastel, one of the greatest producers of Ch?teauneuf-du-Pape. Marc Perrin, a lanky 41-year-old whose family owns Beaucastel, looked surprisingly relaxed ? surprising since it was the middle of harvest and his wife had had a baby three weeks before. ?I?m not getting much sleep,? he admitted.
Beaucastel, unlike Palacios, is open to visitors by appointment, and the Perrins also own L?Oustalet, a tree-shaded restaurant with a great wine list in the nearby town of Gigondas. I had a superb alfresco lunch there with Perrin, but even so, the transcendent moment of this visit for me was back at the winery, tasting five vintages of Beaucastel?s great Ch?teauneuf-du-Pape. We tasted the 2009, 2008, 2001, 2000 and 1990. All were remarkable, but the 1990 soared above the rest. It had a transparent, dark ruby hue, with a tremendously complex flavor that kept sounding different notes: truffle, sandalwood, black cherry, cured meat, a little bit of black olive.
?There have been vines growing here since Roman times,? Perrin told me, ?but my family purchased the estate in 1909. We?ve been organic since 1950, and working biodynamically since 1974, but we never claim it on the bottle. It?s like something my uncle used to say: ?Some people go to church just to be seen at church, and others go simply because they believe.??
Mile 676: Italy
Heading north out of Ch?teauneuf-du-Pape, I skipped the rest of the Rh?ne ? St-Joseph! Hermitage! C?te R?tie! Oh well! ? then stopped for croissants and coffee at a bar overlooking the Is?re River in Grenoble. From there, the road curved up into the Alps, then down into Italy and to Piedmont.
I?ve always harbored a fantasy of moving to Piedmont, so it was extremely convenient to find that the 17th-century castle at the top of the hill in Castiglione Falletto, next door to the Vietti winery, was currently for sale, according to Vietti?s Luca Currado. And only $2,500,000 for an entire castle! ?But you have to maintain it,? Currado added. This was a good point; for instance, one might have to repair scratches to the exterior walls caused by people (like me) who drive by without paying attention to how far their side mirrors stick out.
Currado?s family has grown Nebbiolograpes in Piedmont since the 1600s; today, they own vineyards in all nine villages of the Barolo region. They also produce some of the region?s most acclaimed wines, like the 2007 Vietti Barolo Rocche that I tasted with Currado over dinner in Alba that night, a polished, luscious red with tea leaf and dark cherry notes. Currado mentioned that when Alba was a Roman town, the emperor talked about ?the fog grape? (nebbiais Italian for fog; hence, Nebbiolo). ?In Tuscany, they have ?under the Tuscan sun,?? he said with a shrug. ?In Piedmont, we have ?under Piedmontese fog.??
?I?m still blown away by that castle being for sale,? I said.
?You know, in old times, the owner of a castle had the right to spend the first night with the bride of anyone who got married in the village,? Currado said thoughtfully. ?I don?t think that?s the case anymore, though.?
Mile 1,191: Germany
Switzerland's mountains are scenic, its water is pure, and I have fond memories of falling asleep one time in a Swiss meadow and waking up surrounded by cows (different story). But when you?re trying to drive swiftly from Italy to Germany, Switzerland is just a big, mountain-filled problem.
Nevertheless, nine hours after leaving Piedmont, I arrived at the gates of Maximin Gr?nhaus. One of Germany?s greatest estates, it?s in the Ruwer valley region (Germany?s Mosel wine region is made up of a trio of river valleys ? the Mosel, the Saar and the Ruwer). Dr. Carl von Schubert?s family has owned Gr?nhaus for five generations; originally it belonged to the Abbey of Saint Maximin, and there are written records of the property that date back more than a thousand years.
The Ruwer is known for delicate, precise Rieslings, which is especially true in the 2010 vintage. The 2010 Maximin Gr?nhaus Abtsberg Kabinett I tasted that evening (along with 15 other wines) was a sublime German Riesling?? fragrant and polished, its sweetness and acidity in perfect balance. It was unexpectedly good with the wild boar stew that von Schubert served to me and the 25 wine salespeople from New Jersey who happened to arrive via minibus exactly when I did. (I suppose, from their point of view, I was the interloper.)
?I used to shoot about three boar per year in the vineyards,? von Schubert said as we ate. ?Now it?s about 60. Perhaps it has to do with global warming.?
?They destroy the vines?? I asked.
?They love the sweetest grapes. But if they penetrate the vineyard, they have to risk ending their lives as salami.?
Mile 1,707: Austria
This was my fifth and final day. When I pulled up at Nikolaihof, in Austria?s Wachau region, I?d driven more than 1,700 miles and spent nearly 35 hours behind the wheel.
Nikolaihof is ancient. The oldest winery in Austria, it was a Celtic holy place, then a Roman fortress until 511 AD. Then the Romans left and, as Nikolaus Saahs, whose family now owns it, told me, ?after that, the history is unknown until 777 AD, when a monastery was founded here.?
Hearing the story of Nikolaihof brought something home to me. Every single region I?d hit on my five-day journey shared one specific thing, which was that Romans had been the first to cultivate wine grapes there. (After 1,700 miles of driving, it also struck me as amazing that the Romans held together their empire with no mode of travel other than foot and horse.) All different countries, all different cultures, but a single unifying thread: wine. It was heartening, somehow.
Over a seemingly endless succession of Austrian dishesat the winery?s restaurant that night ? Saahs?s mother, Christine, is a well-known Austrian chef ? I tasted the Nikolaihof wines. If I had to pick a favorite, it would most likely be the family?s Vinothek Gr?ner Veltliner, which is only bottled after it has aged for a decade or more in huge wooden casks. I love the fresh white-peppery spice of Gr?ner, Austria?s signature grape, and it can last (and improve) for far longer than people realize. The 1993 Vinothek, the current vintage, had intense, lasting flavors, yet was amazingly alive, ending on an ethereal honeysuckle note.
Earlier that day, Saahs had taken me down to the oldest part of Nikolaihof?s cellars, built more than 1,800 years ago. The room had been a wine cellar back then, and it was a wine cellar now. While we were standing there, Saahs said, ?I?m just a small part of the history of this house, and I know it. Two thousand years of history, and I?m living here 70 years? That?s nothing.? True, 70 years was nothing. But here we were, in this small stone room, talking about making wine. And 1,800 years ago, two other people had no doubt been standing right here, too, in exactly the same place, talking about making wine. In between, what had there been? Wars, famines, revolutions, discoveries, nations rising and falling, people living their lives, and through all of it, no matter what, in every single place I?d visited, someone making wine.

An estimated 500 to 750 historic theaters currently show movies, according to the Theatre Historical Society of America, though it adds no one has formally researched the number and the estimate is conservative.
"This is another major threat to these theaters which were largely rescued and restored by grass-roots local efforts," said Karen Colizzi Noonan, president of the THS, which records and preserves theaters' architectural and cultural history. "It is so sad that after all that hard work and dedication these groups now face another huge challenge just to survive."
And survival means doing whatever they can to raise the cash to convert.
Supporters of the privately owned Davis Theatre in Higginsville, Mo., are vying for a $50,000 prize in a Reader's Digest contest that would help pay for digital equipment for the 500-seat main auditorium. They were in second place at the start of February, with a month of voting to go.
"It's a long haul but it's encouraging to see a town come together," said Fran Schwarzer, who, with her husband, George, was nearing retirement age and sunk their savings into buying the 1934 theater to keep it from closing in 1998.
The couple added three screens in 2005 so they could show more first-run movies, always viewing the venture as more community service than money-maker in the small town east of Kansas City.
"If we had known then what we know now" about the swift onset of digital, "we would never have gone into debt more to put in three more auditoriums," Schwarzer said.
The Riviera will show movies with its two carbon arc lamphouses and projectors for as long as it can, Cannata said, while exploring funding for the digital replacements. If it can't, it will have to do away with the popular second-run movies offered at discount rates.
While live shows and other programming would keep the Riviera going, other theaters are trying to stave off closing with fundraisers, like the taco supper planned to raise money for the Onarga Theater in eastern Illinois. The 1937 theater that boasts being the first south of Chicago to show movies with sound has invested in its seating, concessions and sound systems in recent years, but can't afford the switch to digital projection.
North of Buffalo, the nonprofit, community-owned Palace is looking into loans and grants for a $75,000 digital set up, but it's also going to have to upgrade its electrical system to accommodate the new equipment, said Phil Czarnecki, vice president of the board. He can't help but think of all the restoration of the building ? a replica of the Paramount Theater in New York City that mixes Art Deco and Italian Renaissance style ? that could be accomplished with such an outlay.
The small theaters already are feeling pressure from the digital conversions taking place all around them. Instead of waiting three weeks for a modern multiplex to make a movie print available, it now often takes six or seven weeks because there are fewer 35 mm copies in circulation. That's more than enough time for the pool of potential ticket-buyers to lose interest or see the movie somewhere else.
It's not just the cost of digital projection that concerns Edward Summer, president of the Buffalo Niagara Film Festival. He worries that once older movie houses make the switch, they'll do away with their 35 mm projectors, something he says would be "a hideous mistake."
Summer sees a potential tourism niche in historic theaters showing classic movies ? and he worries that existing films that won't be digitized will be forever lost to audiences if the equipment isn't there to show them.
"Every motion picture made between 1894 and right this minute is on 35 mm film and those films not only still exist, but those film prints are the only way to see them," Summer said.
"It's not either/or," Summer said of the two projection technologies, "it's both/and."
The Palace's Herdendorf doesn't own a computer and isn't sure if his 17 years of splicing and dicing reels of film and threading them through a platter projection system will translate to the new technology with its pocket-size hard drives. He knows what to do if film breaks, but not if a computer freezes.
The Riviera eventually plans to display one of its 35 mm carbon arc projectors in the lobby, Cannata said, "so people can take a look at how films were shown at one time."
The Davis Theatre's Schwarzer jokes that her place's four projectors will become boat anchors. What's important, she said, is that the theater's doors stay open.
"We have such wonderful memories of this theater as children," she said. "You kind of like to think that kids that come now will have some of those memories, too."
