We make sure that there is always plenty for our residents to do, from our popular morning workouts to group excursions to shopping areas, Skagit Valley, local freshwater fishing holes, museums and the Space Needle. Don?t get the impression that our residents are always looking for a reason to get out of the house- there is always plenty going on here at the facility. Several of our residents like to get their hands dirty in our raised bed garden (designed so that gardening can even be done from the comfort of a wheelchair), there is a thriving arts and crafts community here, and more than a few grandkids have been put to shame by our active group of Wii bowlers!
Once retirement age has been reached, it can seem as though there is nothing more important than simply being comfortable. Our residents have that as well. Each floor plan is laid out with ease of movement and efficiency in mind, and the apartments are a very comfortable place to relax or to receive visitors.

WASHINGTON (AP) ? Facing weekend deadlines for action, congressional leaders have agreed to deals overhauling the nation's transportation programs without a Republican provision forcing approval of the proposed Keystone XL oil pipeline, and avoiding a doubling of interest rates for new student loans, congressional officials said Wednesday.
The agreements underscored the pressures both parties face to avoid angry voters and embarrassing headlines in the run-up to this November's presidential and congressional elections. Letting road-building programs grind to a halt during an economic downturn would be a blow to the image of lawmakers, while Democrats and Republicans alike seemed eager to avoid enraging millions of students and their parents by boosting the costs of college loans.
In contrast, enactment of the transportation measure would create or save 3 million jobs, said Sen. Barbara Boxer, D-Calif., chief sponsor of the Senate version of the bill. And the student loan measure would spare an estimated 7.4 million students who get subsidized Stafford loans beginning July 1 ? this Sunday ? from facing $1,000 in higher interest costs over the lives of their loans, which typically take over a decade to repay.
Congressional leaders were planning to combine the highway and student loan measures into a single bill to reduce potential procedural obstacles and hoped for final approval this week. Lawmakers would then leave Washington for a July 4 recess.
The two-year highway bill would prevent the government's authority to spend money on highways, bridges and transit systems from lapsing on Saturday, along with its ability to collect gasoline and diesel taxes. With both parties checkmating each other's top priorities this campaign season, Democrats and Republicans say the highway measure will be Congress' top job-creation initiative until the November elections.
"This is the jobs bill for the 112th Congress," said House Transportation Committee Chairman John Mica, R-Fla.
As the price for the highway agreement, lawmakers said Republicans dropped a House-approved provision requiring the government to approve the proposed Keystone pipeline, which is to move oil from western Canada to Texas' Gulf Coast.
Pipeline approval ? which prompted a veto threat from President Barack Obama ? has been a top goal this election year for the GOP, which has pitted its claims that it would create jobs against environmental worries that it could accelerate global warming and endanger Midwestern water supplies.
Republicans also agreed to abandon language blocking the Environmental Protection Agency from regulating the toxic ash generated by coal-fired power plants, lawmakers said. The ash is used as an ingredient in some types of cement.
In return, House Republicans won Senate concessions that would halve the time allowed for environmental reviews for highway projects, and squeeze money for bike paths and pedestrian safety projects by forcing them to compete with other transportation projects, said congressional aides and environmental lobbyists.
The bill would give states more flexibility in spending federal money, impose new safety regulations and expand a federal loan guarantee program to encourage private investments in transportation projects.
Despite the measure's short-term impact, the bill delays for two years decisions about a long-term funding scheme for highway and transit programs. Gas and diesel taxes no longer cover the cost of transportation programs and are forecast to bring in less revenue as the fuel efficiency of cars and trucks increases.
President Barack Obama spent weeks this spring touring college campuses and lambasting Republicans for not pushing a freeze on student loan rates through Congress. GOP presidential challenger Mitt Romney, looking to avoid handing Obama an issue, quickly said he favored the interest rate extension and congressional GOP leaders did too, though some Republicans think the government should not spend money to keep loan rates low.
The student loan pact would keep today's 3.4 percent interest rates on subsidized Stafford loans from doubling for new loans approved beginning on Sunday, an automatic increase that Congress enacted five years ago to save money. If they did double, it would affect 7.4 million students expected to get the loans over the 12 months beginning July 1, adding $1,000 to the interest costs of the typical borrower over each loan's life.
The tentative agreement was on the same package Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Mitch McConnell, R-Ky., had said Tuesday that they had shaken hands on, said a congressional Republican who spoke on condition of anonymity to describe the measure's status. McConnell said he expected the House to accept the agreement.
"We're moving, I think, towards an agreement on a transportation bill that would also include a one-year fix on the student loan rate increase," Boehner told reporters early Wednesday after meeting privately with House Republicans.
Some GOP lawmakers at that meeting said Boehner seemed to favor the emerging deal and said it received a positive reception.
"The general sense is there's a tremendous amount of support for getting it done," said Rep. Tom Reed, R-N.Y. "That's what's going to drive it across the finish line."
The two parties spent the last several weeks dueling over how to pay for the $6 billion cost of the student loan bill.
Under the agreement, the government would raise $5 billion by changing how companies calculate the money they have to set aside for pensions. That change would make their contributions more consistent from year to year and in effect reduce their payments initially, lowering the tax deductions they receive for their pension contributions.
Another $500 million would come from increasing the fees companies pay for the government to insure their pension plans, linking those fees to inflation.
In addition, $1.2 billion would be saved by limiting federal subsidies of Stafford loans to six years for undergraduates.
Lawmakers decided to wrap in another Senate bill to reauthorize the national flood insurance program for five years.
The program, which provides federally backed insurance for 5.6 million households and businesses, many in flood-prone areas, has gone deeply into the red from claims after Hurricane Katrina in 2005. The Senate legislation would try to return the program to fiscal soundness through such steps as allowing premium increases and reducing subsidies for vacation homes.

TUESDAY, June 26 (HealthDay News) ? Although the overall lung cancer rate in the United States has been declining in recent years, new research shows a troubling increase in lung cancer deaths among baby boomer women living in some southern and Midwestern states.
A generation of women reached late adolescence and their early 20s at a time when women?s empowerment was on the rise. And a 1968 cigarette campaign tied to that cultural shift, ?You?ve come a long way, baby,? marketed Virginia Slims to teenage girls and young women. The advertising ? and the evolving popular culture ? encouraged women to smoke as a sign of their liberation from traditional roles.
Researchers say that this switch in society?s attitude about smoking, especially among women, may be responsible for the rise in lung cancer deaths among women born after 1950.
?In the 60s and 70s, there was a sharp increase in the number of girls, not boys, who started to smoke,? explained Ahmedin Jemal, vice president of surveillance research for the American Cancer Society and the lead author of a study published June 25 in the Journal of Clinical Oncology .
?These women are now in their 50s, and already we?re seeing a sharp rise in deaths from lung cancer in this group. Because it?s occurring in people who are young and middle-aged, if they quit now, they can decrease their lung cancer risk by 50 percent as compared to those who continue to smoke,? Jemal said.
The researchers tapped a nationwide mortality database from the National Cancer Institute to identify emerging regional state-by-state trends in lung cancer death rates from 1973 through 2007. They were able to pull data related to age, sex and race for all 50 states and the District of Columbia, studying changes in lung cancer death rates among white women in the 23 states that had enough data available to allow analysis.
The research was limited to whites because lung cancer rates vary by ethnicity and data for other ethnicities were hard to come by in many states, the researchers noted.
The research showed geographical differences in death rates across the country. Age-specific lung cancer death rates declined among white women in California, but the rates decreased less dramatically or even increased in some southern and Midwestern states.
California?s lung cancer death rates decreased in all age groups younger than 75 starting in the 1990s; for those born after 1950, the death rate is less than a third of that for those born in 1933.
But in Alabama, the lung cancer death rate for women born after 1950 is more than double that for those born in 1933. Similar increasing death rates in women born after the 1950s were found in Louisiana, Kentucky, South Carolina and Tennessee.
The researchers attribute the higher rates of death from lung cancer in those places to a combination of the states? cultural attitudes about smoking and weak anti-smoking efforts, including low cigarette taxes and few smoking ordinances.
?Some states have done a great deal to curb smoking, and others have done very little,? said Jemal, noting that California has been a leader in implementing public policies aimed at reducing smoking.
?This is a really important study,? said Dr. Norman H. Edelman, chief medical officer for the American Lung Association, in Washington, D.C. ?It shows the importance of smoking cessation efforts and the enormous heterogeneity of anti-smoking efforts from state to state.?
?Whatever the reason people smoke or don?t smoke, stopping people from smoking is what is most important,? Edelman added.
Tobacco use is the leading preventable cause of death in the United States. Cigarette smoking causes one out of every five deaths each year, according to the U.S. Centers for Disease Control and Prevention.

"We're trying to understand individuality in addictive behaviour. Many people can be exposed to drugs with addictive potential, for instance, but not everyone will become addicted," explains Eric Dumont, an associate professor in the Department of Biomedical and Molecular Sciences. "We believe we've identified a mechanism that makes certain people predisposed to developing addictions, and it's possible that the same mechanism underlies many - perhaps most - compulsive behaviours."
The mechanism occurs in a reward pathway of the brain. In this pathway, the brain maintains a delicate balance between pleasure and aversion, ensuring that moment-to-moment desires and dislikes remain in sync with the biological needs of the body.
Dr. Dumont and his team found unusual activity in this pathway when modeling drug addiction in rats, which exhibit a genetic predisposition to addiction comparable to humans. They believe that the pathway's balance is prone to becoming unbalanced in a certain percentage of the population. The signal to stop an activity reverses to a green light.
The team hopes that by identifying this mechanism, and possibly others like it, they will allow researchers to better understand and monitor a range of compulsive behaviours. Accordingly, Dr. Dumont's team collaborates with Dr. Cella Olmstead, associate professor of Psychology at Queen's, who recently developed an animal model of compulsive sucrose intake.
Dr. Dumont and this team were recently awarded a $520,000 operating grant from Canadian Institutes of Health Research (CIHR) to support their work for the next five years in understanding the neurological processes behind addiction behaviour.

Catholic Church's role in society at heart of HHS debate, says Anderson

INDIANAPOLIS (CNS) -- The debate over the federal contraceptive mandate and the fight for religious freedom is not about "a particular policy choice" but is "a debate over the role of religion in American society and the freedom and integrity of the Catholic Church's mission," the head of the Knights of Columbus said June 22. "It's not an ordinary national debate. There's a great deal at stake here," Supreme Knight Carl Anderson told Catholic News Service in an interview in Indianapolis. It is an attempt "to redefine the role of religion in America," he added. Anderson was at the Catholic Media Conference, the annual joint convention of the Catholic Press Association and the Catholic Academy for Communications Arts Professionals. He was scheduled to address the closing banquet of the June 20-22 media gathering. The mandate issued by the Department of Health and Human Services would require most religious employers to provide contraceptives and sterilization free of charge to their employees. To be exempt, a religious organization must have "the inculcation of religious values as its purpose"; primarily employ "persons who share its religious tenets"; primarily serve "persons who share its religious tenets"; and be a nonprofit organization under specific sections of the Internal Revenue Code. Catholics are at the center of the HHS debate right now, he said, but it began with the Lutherans in the Supreme Court case in Hosanna-Tabor v. EEOC, a challenge to a Lutheran school's firing of a teacher. The attempt to more narrowly define who is a religious employee was unanimously rejected by the U.S. Supreme Court. Anderson said "virtually every religious denomination" in the U.S. -- "from the Hare Krishnas to the Catholic Church" -- got involved in the case because the position taken by the Obama administration on Hosanna-Tabor, he said, could be characterized as the government's most restrictive definition of religious ministry.

Charges of domestic violence can have serious consequences, as we frequently point out on this blog. Everybody deserves a strong defense against these charges, regardless of who they are.
That said, real domestic violence is something that needs to be addressed. In some cases, those charged with domestic violence have deeper pathologies that they carry around with them. Getting treatment for these pathologies, to the extent possible, is a good thing.
Researchers have found that substance abuse, depression, obsessive and possessive behavior and estrangement on the part of an abusing spouse are among the various risk factors that may increase a battered woman's risk of dying at the hands of her partner.
Sometimes, though, both partners suffer from mental health issues, including anxiety, depression and post-traumatic stress disorder as a result. These women sometimes have grown up in households where they were abused or witnessed abuse.
In some cases, those who are abused gradually ease into relationships involving domestic violence, and mental health experts continue to study how some people can be predisposed to such relationships. Battered women may have a tendency to date men that pay attention to them, but who later begin to slowly limit their behavior and social interactions, in the name of loving them. The controlling partner may then begin to lower the other's self-esteem. Eventually, physical abuse enters in.
In these cases, women may have a difficult time getting out of the relationship because they have slowly been socially isolated, told they are stupid and undesirable, and they doubt their own worth, fearing what would happen to them if they left. Sometimes women are afraid of what may happen to the children if they leave the relationship.
There is no doubt that cases of domestic violence can be complex. One or both partners may be chronically abusive to one another, while only one experiences legal consequences.
Again, these situations can be complicated and those accused of domestic violence may themselves need treatment for mental illness or substance abuse. Sometimes those who are charged with domestic violence are ble to secure an agreement where seeking out treatment is part of a plea deal. In any case, it is important for them to seek out an attorney to help them build a defense.

Is there any good news for Kingfisher Airlines (NSE: KFA)?
Vijay Mallya, the Forbes billionaire that owns the airline, can?t get a break with this discount flier that is vanishing before Indian travelers? eyes.? India?s second-largest airport operator, known by the acronym GVK, recently launched legal proceedings against the beleaguered airline following a round of bounced checks upwards of 60 million rupees made payable to airports like Mumbai International. So far this year, the company has bounced around 30 million rupees in checks, according to press reports.
Sources told the Economic Times that the Mumbai International Airport filed a suit in a Mumbai civil court last week when a check for around 5 million rupee bounced. ?This has been going on for a while and the airport operator thought the time has come to take legal action,? said an airport source who did not want to be identified.
This is the first time an Indian airport operator has taken the cash-strapped airline to the courts over non-payment of dues. Analysts tracking the sector said Mumbai International?s decision to adopt legal means is because they have run out of options to amicably recover the overdue airport fees.
Kingfisher Airllines? story may be coming to an end.
Eighteen lenders to the airline will meet next week to discuss whether or not to continue letting Mallya?s company borrow.? The Bangalore-based carrier, which has struggled to pay salaries to employees for the past four months amid promises to do so as recently as April, has defaulted on tax payments and bills to its vendors. It has been seeking new credit lines since last December and trying to raise money from capital markets abroad.
Mallya also runs the profitable United Breweries Group (NSE: UBHOLDINGS), owners of the popular Kingfisher beer label, so he has plenty of money to fund the airline.? There was talk of him selling some shares in the brewery to help pay for the company?s obligations, but whatever he did sell was obviously not enough to cover this debt burden.
Some of the 18 lenders meeting next week hold a 23.4 per cent stake in Kingfisher Airlines. The company reported a loss of around 1.15 billion rupees in the March quarter and has debt of over 7.5 billion rupees and an equal amount of accumulated losses. The State Bank of India, SBI, holds a 5.67 per cent stake in the airline now.
It?s been a money loser for all involved.
The airline has not made any profit since its launch in May 2005.
United Breweries share price is up 5.75 percent year to date, while Mallya?s Kingfisher Airlines is down 34.7 percent.

(Reuters) - Facebook Inc has agreed to allow users more control over how their personal information is used in its "Sponsored Stories" ad feature, part of a deal to resolve litigation against the social networking company.
The potential loss of revenue to Facebook resulting from the changes is the equivalent of about $103 million, in the opinion of one economist hired by the plaintiffs.

A "Sponsored Story" is an advertisement that appears on a member's Facebook page and generally consists of another friend's name, profile picture and an assertion that the person "likes" the advertiser.
Five Facebook members filed a lawsuit seeking class-action status against the social networking site, saying it violated California law by publicizing users' "likes" of certain advertisers without paying them or giving them a way to opt out.
Under the terms of a settlement agreement filed on Wednesday, Facebook members will be able to control which content can be used for Sponsored Stories. Facebook agreed to maintain these changes and other new disclosures for at least two years, according to court documents.
Attorneys for the plaintiffs say the changes to "Sponsored Stories" are worth $103.2 million, based on an economist's analysis of the revenue each ad brings to Facebook. Those revenue figures were redacted in the court documents.
A Facebook representative declined to comment, and an attorney for the plaintiffs could not immediately be reached.
The settlement agreement must be approved by U.S. District Judge Lucy Koh in San Jose, California. She must weigh whether the deal's terms adequately benefit class members.
Previous court filings had revealed that Facebook agreed to pay $10 million to charity as part of the settlement deal. The social networking company will also pay an additional $10 million for plaintiff attorneys' fees, according to the court documents.
The case in U.S. District Court, Northern District of California is Angel Fraley et al., individually and on behalf of all others similarly situated vs. Facebook Inc., 11-cv-1726.

When it comes to computers, the Internet and technology law, copyright issues have become very commonplace. Protecting copyright interests with the growth of the Internet has become particularly problematic. In point of fact, with the growth of the Internet, and with the increasing incidence and complexity of copyright issues associated with the Net, there is a whole new legal specialty including attorneys that focus their practices on these issues.
Copyright issues extend beyond the Internet as well into the arena of software and hardware development as well. In regard to computers and technology law, the protection of intellectual property associated with software and hardware is extremely important. Once again, this is an area which has given rise to a whole new legal specialty consisting of attorneys who are focusing their energy and efforts on protection the intellectual property interests of those men, women and companies involved in the design and development of software applications and computer related hardware.
Of course, some of the most important developments that have occurred in regard to computers and technology law are related to music and the downloading of music off of the Internet and World Wide Web. Through both litigation in courts and statutes and regulations that have gone into effect, there continues to be a great deal of activity in the arena of protecting the copyright interest of people involved in the music industry on different levels.
Although it has not become as prevalent as many industry analysts predicted, there has been a slow but nonetheless fairly steady increase in the number of people who are using ebooks at the present point in time. (Many experts predicted about five years ago that there would be a significant number of people using and reading ebooks by this point in time. While this significant increase that was contemplated in the past has not occurred, the number of ebook users is higher than it was five years ago.)
With the increase in ebook usage -again, which is expected to expand at least to some degree in the next few years ? there has been a growing concern associated with protecting the copyright interest of authors who are finding their work in ebook form. On a number of levels, it is a more complicated task to protect written materials that are included in ebooks that is the case with traditional, ?brick and mortar world? publications. Therefore, in regard to computers and technology law, there is a growing interest amongst attorneys in developing more effective avenues through which the content of ebooks can be protected in this high tech age.

More than 42,000 adults and children kept as slaves, forced into prostitution or otherwise trafficked were discovered by authorities around the world in 2011, according to a new report by the U.S. State Department.
However this figure was a tiny fraction of the estimated number of people held in bondage with the International Labor Organization estimating earlier this month that there are about 20.9 million victims of modern slavery, the State Department Trafficking in Persons Report noted.
Under the Trafficking Victims Protection Reauthorization Act of 2003, foreign governments must supply information about trafficking investigations and prosecutions to the State Department in order to be considered by the U.S. as working to eliminate slavery.
The report details the problem of trafficking in countries around the world, including victims' accounts.
"I walk around and carry the physical scars of the torture you put me through. The cigarette burns, the knife carvings, the piercings ? how a human being can see humor in the torture, manipulation, and brainwashing of another human being is beyond comprehension. You have given me a life sentence," it quotes a victim of sex trafficking in the U.S. as telling her trafficker at his sentencing.

Another trafficking survivor in the U.S. named "Tonya" said she "always felt like a criminal."
"I never felt?like a victim at all. Victims don't do time?in jail, they work on the healing process.?I was a criminal because I spent time in?jail," she said.
'Like she was our own daughter'
Ken Burkhart, a U.S. Immigration and Customs Enforcement agent, described the liberation of a Latin American sex trafficking victim.
"I told my agents we're going to treat this little girl like she was our own daughter. We're going to hunt this little girl down and get her out of this trailer," he said, according to the report.
After she was found, "I told her we'd been in touch with her sister and I shook her hand and I just gently led her right out the door," he added.

The offense of trafficking involves "the recruitment, harboring, transportation,?provision, or obtaining of a person for labor?or services, through the use of force, fraud,?or coercion for the purpose of subjection?to involuntary servitude, peonage, debt?bondage, or slavery."
It applies where people have been forced into prostitution; victims do not necessarily need to have been physically moved from?one location to another.

In a letter included in the report, Secretary of State Hillary Clinton noted the U.S. would celebrate the 150th anniversary of Abraham Lincoln's Emancipation Proclamation in the coming months and said that "governments across the globe are united in this struggle."
"Yet, despite the adoption of treaties and laws prohibiting slavery, the evidence nevertheless shows that many men, women, and children continue to live in modern-day slavery through the scourge of trafficking in persons," she added.
Clinton moved by girl's 'pride'
Clinton said earlier this year she had visited a trafficking shelter in Kolkata, India.
"The young women and girls there had suffered terrible abuse. But with their own drive and determination and with the help of some remarkable women and men they were getting their lives back on track," she said.
"I met one girl, about ten years old, who asked if I wanted to see the martial arts she had learned at the shelter. As she performed her routine, I was impressed with the skills she had learned; but more than that, I was moved by the pride in her eyes ? her sense of accomplishment and strength," she added.
The Secretary of State said trafficking people deprived people of the "most basic freedom" ? being able to determine their own future.
"A century and a half after the promise of freedom was fought and won in the United States, freedom remains elusive for millions," Clinton said. "We know that this struggle will not truly be won until all those who toil in modern slavery, like those girls in Kolkata, are free to realize their God-given potential."

BEIJING (AP) ? Two young Tibetans, a herder and a migrant carpenter, set themselves on fire and hold up Tibetan flags as the flames engulf them before they stumble and fall on a street in western China, in a graphic video of their immolations released Thursday.
One of the two men who self-immolated Wednesday in Yushu prefecture, a heavily Tibetan area in west China's Qinghai province, died and the other was badly hurt, the Tibetan Youth Congress and China's Xinhua News Agency said.
The cases add to about three dozen self-immolations over the past year in ethnic Tibetan areas of China in protest of what activists say is Beijing's heavy-handed rule in the region. The government has confirmed some but not all of them.
Xinhua said the dead man was a local herder and the survivor migrated from Aba prefecture in Sichuan province. The Tibetan Youth Congress said by email that 24-year-old Tenzin Khedup died and it identified the injured man as Ngawang Norphel, 22.
The group released photos of a charred body lying on the bed of a pickup truck and a video showing two men holding up Tibetan independence flags as flames engulf them. Both men stumble and fall in the seven-second video before one man rises and runs down the street in flames. High-pitched screaming can be heard but it's not clear who is making the sound.
The short video shows several bystanders, including a woman who exits a car next to the burning men and runs away.
The group said "anonymous citizen journalists" took the video and photos. U.S. broadcaster Radio Free Asia's Chinese language service posted the video to YouTube.
Beijing blames the Tibetan Buddhist spiritual leader the Dalai Lama for inciting the self-immolations. The Dalai Lama denies that and says the acts are the result of China's repressive policies in Tibet.
Barry Sautman, associate professor of social science at Hong Kong University of Science And Technology, noted that while security has been tightened in Tibetan areas to prevent such immolations, it's very difficult to stop such small-scale and scattered incidents.
"As we can see from the video, this kind of action can take place in a matter of seconds, so, of course the security forces can't be everywhere," said Sautman.
Sautman said such protests are likely to stoke a further tightening of restrictions on monks and monasteries in Tibetan regions.
